Even now, in a more sober state I can't quite understand what the guy means. Does he means the world's governments are wholly self-serving? That's the best guess I can give.

Back to my above comment, and yeah, the self-licking ice-cream cone would need a mechanised tongue or something - and it'd end up looking like a flower, too, is my guess.

	I think the guy means "self-consuming","self-reaffirming"and a bit of "hubris".

It would be helpful if an explanation was asked for by the interviewer. The statement and the speaker seem to reside between non-sequitur and non compos mentis. However, the utterance of such a statement might qualify the speaker as genius in some folks opinion. I interpret that a "self-licking icecream cone" in reference to poor intelligence gathering on a global scale means a feeding frenzy on a spoiled food that tastes good and is shared by others who enjoy the taste but the substance of the food causes digestive collapse. Now,no need to ask for an explanation of that explanation's explanation anymore.
