I was listening to NPR (National Public Radio) earlier today and the topic of discussion was re: the current legal hoopla/ramifications of EVER having gone to war in Iraq. It was the opinion of one on-air guest that it was complete and utter GLOBAL LACK OF INTELLIGENCE!! (and by intelligence was meant all international branches of governments who gather information). The responding guest said: "What we have here is a self-licking ice cream cone."

A self-licking-ice-cream cone? OK, I apologise for my inebriated state, Wash and Ringo have much to do with that but things strike me about that. 1. It needs something to do the self-licking. I'm going to stop now. Because I don't know what I would say next. Sorry. Does he means the world's governments are wholly self-serving? That's the best guess I can give. Back to my above comment, and yeah, the self-licking ice-cream cone would need a mechanised tongue or something - and it'd end up looking like a flower, too, is my guess. The statement and the speaker seem to reside between non-sequitur and non compos mentis. However, the utterance of such a statement might qualify the speaker as genius in some folks opinion. I interpret that a "self-licking icecream cone" in reference to poor intelligence gathering on a global scale means a feeding frenzy on a spoiled food that tastes good and is shared by others who enjoy the taste but the substance of the food causes digestive collapse. Now,no need to ask for an explanation of that explanation's explanation anymore.
